[성명전문] "부시 낙선" 촉구 성명, 세계사회포럼서 발표키로
* 다음은 인도에서 16일부터 열리는 세계사회포럼(WSF)에 참석하는 한국 대표단이 부시낙선운동과 관련하여 세계 시민사회, 특히 미국 시민사회에 부시 낙선운동의 의미를 설명하고 전세계적 부시 낙선 네트워크 형성을 촉구하는 성명서 전문이이며, <프레시안>에 실린 내용을 옮긴 것입니다.

부시 낙선 운동과 관련한 성명서
세계사회포럼 (World Social Forum) 2004
"부시낙선운동"은 이제 2004년도에 가장 중요한 전 세계적 현안 가운데 하나가 되고 있다. 부시 정부의 선제공격을 앞세운 제국적 전략행태가 가져온 파괴적 결과를 목도한 세계시민사회는 오는 11월 미국 대선에서 다음 대통령에 대한 미국인들의 현명한 선택을 거의 전면적으로 요청하고 있는 상황이다. 미국의 2004년도 대통령 선거는 미국 자신의 국가적 정치일정으로서만이 아니라 세계적 중요성을 갖는 시급한 문제라고 할 수 있다.
부시 낙선 운동, 전세계적 중요성 갖게 돼
부시 대통령은 대량살상무기에 대한 확증할 수 있는 아무런 증거도 없이, 그리고 세계적 합의나 미국 시민들 자신의 합법적이고 민주적 지지도 없는 상태에서 이라크와 같은 주권국가에 대하여 침략을 감행함으로써 분쟁의 평화적 해결을 위한 국제적 시스템을 치명적으로 손상시키고 말았다. 또한 부시 정부는 일부 국가들이 미국만이 아니라 세계의 안전을 위협한다고 주장하면서 이들을 "악의 축"으로 명명하여 개입주의적 외교정책과 함께 전쟁계획을 정당화시키고 있다.
그러나 오늘날 세계여론은 전 세계에 대한 초제국주의적 지배를 노리는 일방주의적 군사정책을 추진하고 있다는 점으로 해서, 미국이야말로 세계에서 가장 위험한 국가라고 여기고 있는 상황이다. 부시 대통령은 실로 분명하게도 전 세계와 미국을 야만의 덫으로 오도함으로써, 국가간의 적대적 대결에 대한 평화적이고 외교적 접근을 배제하는 방향으로 가고 있다. 부시 대통령의 이와 같은 군사주의를 내세우는 승리주의적 패권의 지배 하에 있는 세계는 폭력의 악순환을 계속 가져올 보다 위험한 테러리즘의 현실에 처해 있다. 따라서 세계는 부시가 없는 상태가 보다 훨씬 안전해질 것이다.
"아메리카 제국"이라는 현실은 이제 미국의 부정할 수 없는 국가적 정체성이다. 이러한 미국의 위상과 관련하여, 부시 정부의 군사주의적 세계화 정책에 대한 전세계 시민사회의 전면적인 비판과 강력한 저항이 유발되고 있는 중이다. 유럽, 아시아, 라틴 아메리카, 중동, 그리고 아프리카 그 어디에도 부시 대통령을 진심어린 마음으로 환영하거나 뜨거운 갈채로 맞아들일 나라를 찾기는 어려울 것이다. 미국은 지금 전쟁 보다는 평화의 압도적인 위력을 보고 싶어 하는 세계시민사회로부터 고립되고 있다. 이러한 미국의 고립은 미국 자신에 대한 테러리즘의 위협을 영구화시키고 말지도 모른다. 이는 평화로운 세계를 당연한 권리로 누려야 할 미국인 자신들에게도 불행한 현실이다.
부시의 미국, 공화정 전통 훼손되고 세계적으로 고립되고 있어
국내적으로 미국은 미국 역사에서 민주적 자산을 풍요하게 해온 공화정의 전통이 심각하게 훼손되어가고 있는 것을 경험하고 있다. 미국은 과거, 인권과 인민의 자치적 권리, 견해의 자유에 대한 높이 찬탄할 만한 존중의 자세로 전 세계에 민주주의의 바람직한 모델을 제시해온 나라였다. 이와 같은 공화정의 훌륭한 유산은 부시의 집권 이래 계속해서 제국의 힘에 의해 공격당하고 있는 중이다. 가령, 애국법안과 갈은 경우 테러리즘과의 싸움이라는 명분 아래 시민들의 자유를 침해하고 있다. 인권에 대한 민주주의의 원칙이 합법적으로 희생당하고 있는 것이다.
따라서 우리는 부시가 있는 세상은 안전하지도, 민주적이지도 않음을 주장하는 바이다. 부시 없는 세상이 보다 안전한 것이다. 그리고 미국은 제국의 반민주적이고 군사주의적인 패권을 극복하고 공화정의 전통적인 가치를 회복해야만 한다.
미국인들이여, 평화를 갈구하는 전세계 시민사회와 함께 하자
또다시 4년을 부시가 집권한다면 그것은 미국을 전세계에서 고립시키고 말 것이 틀림없다. 또다시 부시가 대통령으로 4년을 지내게 된다면, 세계는 야만적인 무질서와 혼돈의 전투장으로 전락하고 말 것이다. 부시 아래에서는 소수의 전쟁상인들을 빼놓고는 전 인류는 물론이요 미국인 자신들에게도 아무런 유익이 없다.
우리 세계사회포럼 한국 대표단은 부시낙선운동을 전개함으로써 미국 국내 정치에 개입하려는 의도를 가진 것이 아니다. 우리는 특히 미국인들 자신이 세계 시민사회가 부시 정부에 대하여 어떻게 생각하고 있는지 이해하기를 바라는 것이다. 또한 이와 함께, 미국인들이 미국이 세계에서 민주주의와 평화의 주도국가로서 미국의 위상을 다시 영광스럽게 회복하기를 바라며 평화를 사랑하는 전세계 시민들과 뜻을 같이하여 연대하기를 원하는 것이다.
"부시낙선"은 바로 이러한 목표에 도달하는 데 첫 발걸음이 될 것이다. 미국인들이여, 당신들이 이 일을 할 수 있다. 당신의 손 안에 그 선택의 권리가 있다. 다가오는 2004년 대통령 선거에서 당신들의 선택이 세계의 운명에 엄청나게 귀중한 영향력을 발휘하게 될 것이다. 이는 우리 모두에게, 그리고 세계의 미래를 위해 모두 좋은 일이다. 우리의 이야기를 경청해주어 감사하다.

A Statement of the Korean Delegation for the World Social Forum

"Defeat Bush Campaign" is now becoming one of the most important global issues in 2004. The world community, which has witnessed the destructive consequences of the Bush Administration's imperial strategy of the pre-emptive strikes, almost unanimously calls for the American people's wise choice of their next president in coming November. Presidential election of the year 2004 is not only the national agenda of the United States of America, but also the urgent matter of global significance.
President Bush has fatally violated the international system of peaceful resolution of conflicts by invading the sovereign states such as Iraq without any verifiable evidence of WMD (weapons of mass destruction), without any global consent, or without any legal and democratic support of the people of the United States itself. Bush Administration justifies its war plan along with an interventionist foreign policy, by labeling several countries as the axis of evil that allegedly threaten the security of the world as well the United States of America.
However, the current world opinion regards the US as the most dangerous nation in the world, because of its unilateral and military policy that aims at super-imperial control over the globe. President Bush is definitely misleading the US as well as the world into the trap of barbarism that excludes the peaceful and diplomatic approach to the question of antagonistic confrontation among the nations. The world community under the Bush's triumphant hegemony of militarism is left with more perilous terrorism that will continue to produce vicious spiral of violence. The world will be a lot safer without Bush.
The reality of the "American Empire" is an undeniable national identity of the US. It draws the massive criticism and strong resistance from the people of the world against the policy of the militarized globalization of the Bush Administration. In Europe, Asia, Latin America, the Middle East and Africa, there are few places that would receive President Bush with genuine hospitality and welcoming ovation. The US is being isolated by the world community that rather favors to see the prevailing power of peace instead of war. Isolation of the US in the world might perpetuate the fear of terrorism against the US. This is unhappy situation for the people of the US, who deserves secure world.
Domestically, the US is experiencing the serious political decline of republican tradition, which has enriched the democratic resources of the American history. The United States of America is the nation that has provided the exemplary model of democracy for the world in the past, because of its highly acclaimed respect for the human rights, people's decision, and freedom of opinions. This wonderful legacy of the Republic has been constantly attacked by the power of Empire since the advent of Bush to the power. Patriot Act, for instance, curtails civil liberties in the name of fighting terrorism. Democratic principle of human rights is being legally sacrificed.
We, therefore, maintain that the world with Bush is unsafe, and the US with Bush is undemocratic. The world is Safer without Bush. And the US should recover its traditional value of republic, while overcoming the undemocratic and militaristic hegemony of Empire.
Another 4 years with Bush will surely make the US the isolated nation in the world community. Another 4 years with Bush will make the world the arena of barbarian chaos. Nothing will gain under Bush for the people of the United States as well as whole humanity, except the handful warmongers.
We, the Korean delegation for the World Social Forum, do not intend to intervene into the domestic politics of the US by declaring Defeat Bush Campaign. We want you, in particular, the people of the US, to understand how the global community feels about the Bush Administration, and to be in strong solidarity with the people of the world, who love peace, and like to see the glorious revival of the prestige of the US as the leading nation for democracy and peace in the world.
Defeat Bush will be the first step toward this goal. You can do this. You have your vote in your hand. Your choice in the coming Presidential election of 2004 will be tremendously precious for the destiny of the world. It is good for all of us. It is also good for the future of the world.
